ရန်ကုန်မြို့ရှိ ဆန္ဒပြမှုဖြစ်စဉ်များကို လိုက်ပါ သတင်းရယူနေသူ Myanmar Pressphoto Agency ၏ ဓာတ်ပုံ သတင်းထောက် ကိုကောင်းဆက်လင်းနှင့် ရုပ်သံသတင်းထောက် မမှူးရတနာခက်မို့မို့ထွန်းတို့ကို ဒီဇင်ဘာလ ၅ ရက်နေ့တွင် ဖြစ်ပွားခဲ့သည့် ကြည့်မြင်တိုင်ဖြစ်စဉ်တွင် စစ်ကောင်စီက ဖမ်းဆီးသွားခဲ့ကြောင်း သိရသည်။
ယနေ့ ဒီဇင်ဘာ ၅ ရက်နေ့ နံနက်ပိုင်းတွင် ရန်ကုန်မြို့ ကြည့်မြင်တိုင်မြို့နယ် ပန်းပင်ကြီးလမ်းတွင် ပြုလုပ်ခဲ့သည့် စစ်အာဏာရှင်ဆန့်ကျင်ရေးသပိတ်တွင် ကိုကောင်းဆက်လင်းနှင့် မမှူးရတနာခက်မို့မို့ထွန်းတို့ ရောက်ရှိသတင်း ရယူခဲ့စဉ် စစ်ကောင်စီလက်အောက်ခံ တပ်ဖွဲ့ဝင်အချို့က ကားနှင့်ဝင်တိုက်ပြီး ရက်စက်စွာ အကြမ်းဖက် ဖြိုခွဲခဲ့ သည့် ဖြစ်စဉ်တစ်ခု ဖြစ်ပွားခဲ့သည်။
အဆိုပါဖြစ်စဉ်တွင် ပေါ်ထွက်လာသော သတင်းဓာတ်ပုံများအရ ဒဏ်ရာရရှိသွားသည့် Myanmar Pressphoto Agency ၏ ဓာတ်ပုံသတင်းထောက် ကိုကောင်းဆက်လင်းကို ဖမ်းဆီးခေါ်ဆောင်သွားကြောင်း တွေ့မြင်ရပြီး မမှူးရတနာမှာ အဆက်အသွယ် မရဘဲ ပျောက်ဆုံးနေဆဲဖြစ်သည်။
ကိုကောင်းဆက်လင်းနှင့် မမှူးရတနာခက်မို့မို့ထွန်းတို့သည် တရားဝင်ပြဋ္ဌာန်းထားပြီး လက်ရှိအချိန်အထိ အသက် ဝင်နေဆဲဖြစ်သည့် မီဒီယာဥပဒေ ပုဒ်မ ၄ အရ နိုင်ငံသားတိုင်း သိခွင့်ရှိသော သတင်းအချက်အလက်များနှင့် သဘောထားအမြင်များကို ကျင့်ဝတ်စည်းကမ်းနှင့်အညီ စုံစမ်းဖော်ထုတ်ရေးသားခွင့်နှင့် သတင်းထုတ်လွှင့်ခွင့်နှင့် အညီ အဆိုပါ ဆန္ဒပြသပိတ်မှောက်ရာ နေရာသို့ ရောက်ရှိ သတင်းရယူနေခြင်း ဖြစ်သည်။
ထို့ပြင် မီဒီယာဥပဒေ ပုဒ်မ ၇ တွင်လည်း သတင်းမီဒီယာသမားတစ်ဦးသည် စစ်မက်ဖြစ်ပွားရာဒေသ၊ အရေး အခင်း၊ အဓိကရုဏ်း၊ အများပြည်သူဆန္ဒပြရာ နေရာဒေသ တို့၌ သက်ဆိုင်ရာ တာဝန်ရှိအဖွဲ့အစည်းက သတ်မှတ် ထားသော စည်းကမ်းများနှင့်အညီ သတင်းရယူစဉ်တွင်-
(က) လုံခြုံရေးဆိုင်ရာ အဖွဲ့အစည်းတစ်ရပ်ရပ်၏ ဖမ်းဆီးထိန်းသိမ်းခြင်း၊ သတင်းမှတ်တမ်းစသည့် သတင်း ရယူခြင်းနှင့် သက်ဆိုင်သော ကိရိယာများကို သိမ်းယူခံရခြင်းနှင့် ဖျက်ဆီးခံရခြင်းတို့မှ ကင်းလွတ်စေရမည်။
(ခ) လုံခြုံရေးဆိုင်ရာ အဖွဲ့အစည်းများရှိက ယင်းတို့၏ ကာကွယ်စောင့်ရှောက်မှုကို တောင်းခံခွင့် ရှိစေရမည် ဟု အတိအလင်းပြဋ္ဌာန်းထားသည်။
မီဒီယာဥပဒေသည် လက်ရှိအချိန်အထိ ဖျက်သိမ်းထားခြင်း၊ ပြင်ဆင်ဖြည့်စွက်ထားခြင်း မရှိသည့် အတည်ပြု ပြဋ္ဌာန်းထားသော ဥပဒေလည်း ဖြစ်သည်။
သို့ဖြစ်ရာ Myanmar Pressphoto Agency ၏ ဓာတ်ပုံသတင်းထောက် ကိုကောင်းဆက်လင်းနှင့် ရုပ်သံသတင်း ထောက် မမှူးရတနာခက်မို့မို့ထွန်းတို့သည် ဥပဒေကို ချိုးဖောက်နေခြင်းမဟုတ်ဘဲ ပြည်သူလူထု၏ သိပိုင်ခွင့် အတွက် ၎င်းတို့၏ မီဒီယာတာဝန်ကို ထမ်းဆောင်နေစဉ် ဖမ်းဆီးခံခဲ့ရခြင်းသာ ဖြစ်သည်။

Two Reporters of Myanmar Pressphoto Agency Arrested while Working

Photojournalist Ko Kaung Sett Lin and TV Reporter Ma Hmu Yadanar Khet Moh Moh Tun of Myanmar Pressphoto Agency were arrested by the SAC while obtaining news of protest in Yangon, during the Kyimyingdaing incident on December 5.
Today – on December 5 morning, while Ko Kaung Sett Lin and Ma Hmu Yadanar Khet Moh Moh Tun were obtaining news of an anti-military dictatorship protest held on Pan Pin Gyi road, some military members of the SAC drove through the crowd and cruelly cracked them down.
According to photos emerging from the incident, an injured Ko Kaung Sett Lin of the Myanmar Pressphoto Agency was taken away and arrested and Ma Hmu Yadanar is lost without any contact.
Ko Kaung Sett Lin and Ma Hmu Yadanar Khet Moh Moh Tun were there at the scene obtaining the news with the rights of investigating, identifying, writing and reporting the news and expressing their opinions and facts, in accordance with ethics, which every citizen is allowed to access under Media law section 4 which was passed and is still active till present.
In addition, it’s also written in section 7 of Media law that while journalists are taking news in accordance with prescribed rules of concerned organizations at places of war, uprising, riot, public protest,
(a) They must be exempt from being detained by any security organizations; from confiscation and destruction of any equipment used for obtaining news.
(b) And it’s clearly prescribed that they must be able to request protection from the security organizations.
The media law is one which hasn’t been abolished or amended but a confirmed law.
Therefore, photojournalist Ko Kaung Sett Lin and TV reporter Ma Hmu Yadanar Khet Moh Moh Tun of Myanmar Pressphoto Agency were not breaking the law but were just arrested while doing their job, for the right of access for the people.
