မြန်မာနိုင်ငံတိုင်းရင်းသားလက်နက်ကို င်အဖွဲ့များထဲက တစ်နိုင်ငံလုံးပစ်ခတ်တိုက်ခိုက်မှုရပ်စဲရေစာချုပ်( NationalCasefire Agreement.NCA)ရေးထိုးထားသောအဖွဲ့များအား နီပွန်ဖောင်ဒေးရှင်းမှ ဆန်ထောက်ပံ့ပေးမည်ကိစ္စမှာ ကရင်အမျိုးသားအစည်းအရုံး(KNU) နှင့်ချင်းအမျိုးသားတော်လှန်ရေးတပ်ဦး(CNF)တို့ မပါဝင်ကြောင့် တွေ့ရသည်။
အဆိုပါစာမှာ စစ်ကောင်စီအတွင်းဝန်ရုံးမှ ကချင်၊မွန်၊ရခိုင်၊ရှမ်းစသည့်ပြည်နယ် ၄ ခုနှင့်မြန်မာနိုင်ငံကြက်ခြေနီအသင်းသို့ လိပ်မူထားခြင်းဖြစ်သည်။
ထိုစာမှာ နီပွန်ဖောင်ဒေးရှင်းမှ NCA လ က်မှတ်ရေးထိုးထားသော တိုင်းရင်း သားလက်နက်ကိုင်အဖွဲ့(၁၀)ဖွဲ့မှ KNUနှင့်CNF မပါဘဲ ကျန်အဖွဲများအား လူ သားချင်းစာနာထောက်ထားမှုဆိုင်ရာအကူအညီအဖြစ်(စာနပ်ရိက္ခာ)ဆန်ထောက်ပံ့ပေးမည်ဖြစ်သည်။
” ဒီကိစ္စကိုတော့ ကျွန်တော်တို့မသိရသေးပါဘူး။အထက်ကလူကြီးတွေဆီအသိပေးအကြောင်းကြားစာရောက်၊ မရောက်သေးဘူးဆိုတာ ခုထိမပြောတတ်သေးပါ။” ဟု ရခိုင်ပြည်လွှတ်မြော က်ရေးပါတီ(ALP)မှ ပြောရေးဆိုခွင့်ရှိသူ ခိုင်အောင်စိုးသန်းက MPA သို့ပြောသည်။
ထိုထောက်ပံ့မှုမှာ အဖွဲ့ ၈ ဖွဲ့အတွက် ဆန်အိတ်ပေါင်း ၆၂၃၅၀ ဖြစ်ပြီး အဖွဲ့တစ်ခုချင်းစီးကို ဆန်အိတ်ရေမည်မျှထောက်ပံ့ပေးမည်ဟု အတိအကျမဖော်ပြထားပေ။
“ ဒီနှစ်မှာ ငြိမ်းချမ်းရေးအတွက်ခြေလှမ်းသစ်များစရပါမယ်။ကျွန်တော်တို့ရဲ့ ရှေ့လုပ်ငန်းစဉ် ၅ ရပ်ရဲ့ စတုတ္ထအချက်ထဲမှာလည်း ဖော်ပြထားပြီးဖြစ်လို့သက် ဆိုင်သူအဖွဲ့အစည်း အားလုံးငြိမ်းချမ်းရေးအတွက် ဆွေးနွေးနိုင်ဖို့ ဖိတ်ခေါ်ပါတယ်။” ဟု အာဏာသိမ်း အကြမ်းဖက်စစ်ခေါင်းဆောင် မင်းအောင်လှိုင်က ဇန်နဝါရီလ ၁ ရက်နေ့က ပြောထားသည်။
ထိုသို့ထောက်ပံ့ရာတွင်လည်း တစ်လုံးတစ်ခဲတည်းထောက်ပံ့ခြင်းမျိုးမဟုတ်ဘဲ ၂၀ ရာခိုင်နှုန်း၊၂၅ ရာခိုင်နှုန်းစသည်ဖြင့် အကြိမ်ရေခွဲကာပေးရန်ညွှန်ကြားထားသည်ကို တွေ့ရသည်။
မြန်မာပြည်၏ရွေးကောက်ခံပြည်သူ့အစိုးရကို စစ်တပ်က ၂၀၂၁ ခုနှစ်၊ဖေဖေယ်ဝါရီလ ၁ ရက်နေ့မှစတင်ကာ အာဏာသိမ်းလိုက်ပြီးနောက် နိုင်ငံတစ်ဝှမ်းလက်နက်ကိုင်တော်လှန်မှုများပိုမိုများပြားလာသည်။
စစ်အာဏာသိမ်းမှုတစ်နှစ်ပြည့်ပြီးနော က်လက်ရှိတွင် တစ်နိုင်ငံလုံးပစ်ခတ်တို က်မှုဆိုင်ရာရပ်စဲရေးသဘောတူစာချုပ် (NCA )လက်မှတ်ရေးထိုးသည့် ကရင်အမျိုးသား အစည်းအရုံး(KNU)၊ချင်းအမျိုးသားတပ်ဦး(CNF)တို့နှင့်အာဏာသိမ်းစစ်တပ်တို့ကြား စစ်ရေးတင်းမာနေကြောင်း သိရသည်။
ထိုအပြင် ကချင်လွတ်မြောက်ရေးတပ်မတော်(KIA)၊ Karenni Nationalities Defense Force (KNDF)၊အပါအဝင် တိုင်းရင်းသားလက်နက်ကိုင်အဖွဲ့တချို့နှင့်လည်းတိုက်ပွဲများဖြစ်ပွားနေသည်။
အဆိုပါစားနပ်ရိက္ခာ(ဆန်)ထောက်ပံ့မှုတွင်မပါဝင်သည့် KNU နှင့်CNF တို့၏သဘောထားများကို MPA က ဆက်သွယ်မေးမြန်းကာနောက်ဆက်တွဲ သတင်းများကို တင်ပြပေးသွားမည်။

KNU and CNF Excluded in Rice Provision of Nippon Foundation on NCA Signatories

In the rice provision of Nippon Foundation on the Nationwide Ceasefire Agreement (NCA) signatories among the ethnic armed organizations, the Karen National Union (KNU) and the Chin National Front (CNF) have been learnt to be excluded.
The letter of the SAC Secretariat is addressed to four States of Kachin, Mon, Rakhine and Shan, and Myanmar Red Cross Society.
The letter is a rice provision by Nippon Foundation on the rest out of 10 NCA-signatory Ethnic Armed Organizations as a humanitarian aid excluding KNU and CNF.
“We haven’t known this matter yet. It’s not known if the notification letter has arrived to the seniors above yet”, said the spokesperson of Arakan Liberation Party, Khaing Aung Soe Than, to MPA.
The provision for the 8 organizations is a total of 62,350 bags of rice and it isn’t stated exactly how many bags of rice each organization will be given.
“New steps for peace would be taken this year. As stated in the fourth of our five processes forward, all concerned organizations are invited for peace talks”, said the terrorist military leader of the coup, Min Aung Hlaing, on January 1.
In providing also, it will not be distributed in bulks, but it has been directed to be given out by 20%, 25% each time.
Nationwide armed resistance increased after the military committed a coup against Myanmar’s elected civilian government beginning February 1 of 2021.
Now at full one year of the military coup, there are military tensions between the Karen National Union (KNU), Chin National Front (CNF) which had signed the Nationwide Ceasefire Agreement (NCA) and the coup military.
In addition, clashes are ongoing with some ethnic armed organizations including the Kachin Independence Army (KIA) and Karenni Nationalities Defense Force (KNDF).
MPA will be contacting the KNU and CNF which are excluded in the rice provision and will present their opinions.
